Enhancing Student-Focused School Administration
I. THE "HAPPY SCHOOL" CONCEPT:
A happy school is not just a place for students to acquire knowledge, but also a space to nurture positive emotions, a sense of connection, and a desire for development – needs that are becoming increasingly essential in the digital age, when people can easily fall into a feeling of isolation and disconnection. Based on the model initiated by UNESCO with four pillars – People, Process, Place, and Principles – the Happy School projects implemented by VIEF aim to build a positive educational environment, nurturing the joy of learning and comprehensive development for learners. The projects focus on spreading the concept of a happy school within the educational community, training administrators and teachers on the framework model, building assessment tools and support materials for implementation, and gradually improving the school environment – both physical and spiritual. All of this is to make happiness a core part of modern educational policy and practice, where technology and humanism go hand in hand to create sustainable development.
II. GENERAL INFORMATION:

III. CONTEXT
Lao Cai is a mountainous province in the North with complex terrain, a population of over 660,000 with 25 ethnic groups, of which ethnic minorities account for more than 64%. Despite achieving many accomplishments in socio-economic and educational development, the province still faces many difficulties in development conditions and human resource quality. In the field of primary education – the foundational level, a major challenge is the quality and management capacity of the school administration team. Many administrators work based on experience, lacking skills in forecasting, strategy building, and modern management thinking. A psychology of dependence, a passive working style, and limitations in technology, financial, human resources, and quality management make school operations inefficient and difficult to adapt to educational innovation in the era of digital transformation and the new general education program.
IV. REACH AND SCALE:
- 70 of the best primary school administrators in the province from five primary schools representing different geographical areas and development conditions, including (1) Hoang Van Thu Primary School and (2) Bac Lenh Primary School, which are located in a developed area; (3) Muong Khuong Town Primary School No. 1, which is located in a highland, ethnic minority area; (4) Gia Phu Primary School No. 2, which is a rural school; and (5) Sa Pa Town Primary School, which is in an area with tourism potential.
- Approximately 7,000 teachers, students, staff, and parents at these primary schools.
- The number of indirect beneficiaries (including teachers, students, and parents from other schools in the province) is estimated to be double the number of direct beneficiaries mentioned above.
V. INTERVENTIONS:
- Training to improve school management capacity for administrators according to the principal standard (Circular 14/2018/TT-BGDDT).
- Developing effective management models at 5 typical primary schools.
- Building materials, assessment toolkits, and a knowledge-sharing system to support the replication of the model.
VI. OUTCOMES AND IMPACTS:
- The team of administrators is comprehensively improved in professional qualifications, political theory, technology skills, foreign languages, and especially management mindset.
- Management initiatives and educational development strategies in the locality are formed and implemented by the management team itself.
- The project's toolkits, materials, and experiences are maintained, updated, and replicated at other educational institutions, contributing to building Lao Cai as a leading locality in educational innovation in the Northern mountainous region.
- The 5 primary schools participating in the project continue to be typical schools for other schools in the province to learn from and share experiences.
VII. SUSTAINABLITY:
The project is designed with the following aspects to ensure its long-term sustainability:
- Elevated School Principal Standards: School administrators are expected to achieve a "good" standard for principals, which sets the standards for primary and secondary school principals.
- Role Model Schools: The five primary schools participating in the project will continue to serve as exemplary models for other schools in the province to learn from and share experiences (based on both successful practices and areas requiring advice or collaboration).
- Refined Management Assessment Tools: The toolkit for assessing school administrators will undergo continued research and refinement for annual evaluation of administrators, aligned with educational reform guidelines and for long-term application.
- Accessible Training Resources and Dissemination: Training materials for school administrators and promotional materials highlighting best practices will be continuously revised and improved for widespread replication.
